Image of Minorities« der NYT vom 18.1.1968, S.28: »A Federal commission
studying discrimination against Negro and Puerto Rican white collar workers
charged yesterday that the communications industry was giving Americans
a false image of the society in which they live.
Because of a near total absence of minority groups from any but stereotyped
roles in television programs and commercials and in periodical and newspaper
advertising, the industry also was accused of giving Negroes and Puerto
Ricans a distorted view of themselves. [...]
Mr. Markham [Charles B. Markham, director of research and reports for the
commission] said, these employers have a place of awesome influence in the
nation, and it is they who can most readily establish the intellectual climate
for significant social changes. [...]
Mr. Markham also asserted that the role in nondiscriminatory hiring of the
communications industry was more serious that [sic] in other businesses because
they are the opinion and taste-makers in a grave period of our national
history. [...]
In New York, Negroes make up 18 per cent of the population and Puerto Ricans
10 per cent. [...]
After Mr. Arnold [Leonard Arnold, personnel manager of the New York Post]
testified that his newspaper had 24 Negro and Puerto Rican white collar employes
out of a total force of 450 persons, Mr. Steiner [Daniel Steiner, general
counsel of the commission] asked: Does it bother The New York Post as a
basically liberal newspaper that there is virtually a segregated press in New
York City?
Any type of segregation bothers The New York Post, Mr. Arnold replied.
Mr. Arnold told the commission that The Post had four Negro reporters out
of 53 and had no Negro editors. [...]
Samuel C. Jackson, a member of the commission, said he was shocked by
what he termed the under-utilization of Negroes and Puerto Ricans in the
newspaper industry.
It really demonstrates why we have riots and explosions of despair in the
cities, he said. [...]
Later in the day, the commission was critical of the New York Times after representatives
of the newspaper testified that there were three Negro reporters
out of 200 in its employ. The reference was to reporters at the New York of-
fice of The Times. [...]
We are not proud that only about 7 per cent of our white collar employes
are from the minorities upon which these hearings are focused, he [John H.
Mortimer, general director of personnel and industrial relations for The
Times] said. But the percentage is improving. A year ago it was 6 per cent.
Clifford L. Alexander Jr., chairman of the commission, asked Mr. Mortimer if
he didn’t want to retract part of his prepared statement that described The
Times as trying to practise what we preach in the field of equal opportunity.
No, I don’t want to, said Mr. Mortimer.
Mr. Alexander than [sic] asked if The New York Times was a leader in the
newspaper field.
Possibly, replied Mr. Mortimer.
That’s a good deal of modesty, Mr. Alexander continued. I would hope that
your leadership would extend itself in the field of equal employment.
Mr. Mortimer told the commission that The Times was continuing to make
progress in the hiring of minorities and was vigorously attacking the problem.
[...] During the day, the commission heard testimony from other representatives
of the communications industry, including Andrew Helskell,
chairman of the board of Time Inc. [...]
William C. Fitts, vice president of employe relations at the Columbia Broadcasting
System, told the commission that the broadcaster had employed
Negroes in all types of executive positions and that special efforts had been
made to seek more qualified Negro workers.
He said, however, that C.B.S. had not made enough efforts to find Spanishspeaking
employes.
Other representatives who testified at the hearing came from the American
Broadcasting companies; Doubleday & Co., book publishers; the J. Walter
Thompson, advertising, and the Grey Advertising Company.
Meantime, the commission noted in a report that it had found evidence that
few opportunities existed for Jews as high-level business executives in New
York City. [...]
The report showed that although 25 per cent of the city population is Jewish,
only 4.5 per cent of the 2,104 officers of 38 major corporations were Jews.
Among the concerns with low numbers of Jewish executives were banks, insurance
companies, shipping concerns and law firms.
The hearings will conclude today.«
Johnson verzichtet bei der Übersetzung des Urteils des Kommissionsvorsitzenden
Alexander, »a good deal of modesty«: außerordentlich bescheiden, auf
den ironischen Beiklang.

nicht genannt zu werden. Bei J. Tom Moore in Memphis waren zehn gepanzerte
Fahrzeuge und bei Smith & Wesson in Springfield, Mass., Handfeuerwaffen,
Handschellen und Tränengas bestellt worden. Die Lieferung eines
Kampfhubschraubers wurde vom Hersteller abgelehnt. Die Chemikalie »Bananenschale«
wurde vorläufig nur getestet: »A number of departments have
been testing such futuristic offensives as [...] a chemical called banana peel
because it makes the streets so slippery it is difficult to walk - let alone riot.«
