According to authoritive Czech sources, Mr. Novotny’s position was saved by the personal intervention of Leonid I. Brezhnev, chief of the Soviet Communist party, who made a sudden trip to Prague Dec. 8 to stall the ouster of Mr. Novotny. [...]
In his annual New Year’s address, the 63-year-old President declared that ›over-all economic development of the republic must not overshadow the important task of the precedence of the development of Slovakia, which does not yet equal the level of the Bohemian [Czech] lands.‹ [...]
President Novotny’s concession to the Czech intellectuals came in a passage in which he said that everything progressive, including ideas originating in the West, would be permitted in Czechoslovakia as long as they proved useful. ›I do not mean only in the economy, engineering and science,‹ he added, ›but also in the progressive culture and art.‹«; Novotný: s.K. 523, 9f.

Agrartechniker, Hütteningenieur, Politiker; von Chruschtschow gefördert; 1956 Sekretär des ZK der KPdSU, 1957 Mitglied des Politbüros, 1960-64 Vorsitzender des Präsidiums des Obersten Sowjets; 1964 am Sturz Chruschtschows beteiligt, wurde dessen Nachfolger als 1. Sekretär des ZK; brachte Reformen zum Stillstand, stabilisierte das Regime, erreichte durch Aufrüstung strategischen Gleichstand mit den USA; betrieb zunächst Entspannungspolitik; veranlaßte 1968 die Besetzung der ČSSR. Nach ihm ist die Breschnew-Doktrin von der beschränkten Souveränität soz. Länder zur nachträglichen Rechtfertigung der Intervention benannt; s.K. 1374, 2-18; 1415, 34-36.

A person shall not be convicted of consensual sodomy, or an attempt to commit the same, or of any offense defined in this article of which lack of consent is an element but results solely from incapacity to consent because of the victim’s mental defect, or mental incapacity, or an attempt to commit the same, solely on the testimony of the victim, unsupported by other evidence tending to:
(a) Establish that an attempt was made to engage the victim in sexual intercourse, deviate sexual intercourse, or sexual contact, as the case may be, at the time of occurrence; and
