The extent to which this has gone on is reflected in one extraordinary figure cited by the Finance Minister, Bohumil Sucharda. Mr. Sucharda said recently that annual subsidies, of which two-third were what he called ›first-aid‹ operations, amounted to 30 billion crowns. The official exchange rate is 7 crowns to the dollar, but it is more meaningful to note that the 30-billion figure is 15 per cent of net national income, which is the standard measure used in Communist countries for over-all economic activity. [...] Efforts to reform the economy have been going on for several years. [...] the reform consists of an internal and an external element. The latter has to do with redirecting trade toward hard-currency areas, removing subsidies from exports and eventually establishing currency convertibility. The internal reform consists of two principal parts. One is freeing enterprises from central control to make them not only selfmanaging but fully responsible for deciding what they shall make and how they shall sell it. With the enterprises, having the power to make their own decisions, and thus, in theory, the freedom to act precisely as enterprises in the West do, the subsidies will be withdrawn. At the same time, differential taxes, under which the unsuccessful concern has paid little and the profitable one has paid a lot, will be levelled off. [...] From a number of reports it seems evident that a move will be made, perhaps in the next few months, to rejoin the International Monetary Fund and the International Bank for Reconstruction and Development, from which Czechoslovakia resigned in 1948. [...] Economists have spoken of achieving full convertibility of the crown in five to seven years [...]. Reports of negotiations of loans in the West are flatly denied, but officials have conceded that there have been unofficial contacts. [...] The Czechoslovaks also intend to press for a readjustment in their relations with Comecon [...]. One sign of imbalance is the fact that they have amassed a ruble account in the Soviet Union worth more than 10 billion crowns, representing goods sold to the Russians for which there were no equivalent worthwhile purchases.«
